What is new with the program?
  • Currently, the program is between funding sources which has resulted in the need to place interested applicants on a Wait List. However, additional funding will be available soon to support those on the Wait List. For specific questions, please contact Ed Mihalski at 410-205-2730 with any questions.
  • Replacement trucks must 2013 model year or newer certified engine. This will generally be a 2014 or newer model year truck.
  • Program administrators will periodically check service to the POB facilities by the trucks purchased with program funds for up to one year after the truck purchase.
Who is eligible for this program?
  • Independent contractors as well as fleet owners may apply.
  • Preference will be given to trucks registered in the State of     Maryland.  However, trucks registered in another state but serve     the Port of Baltimore terminals are still eligible.
  • Owner-operators must currently provide drayage truck services to the Port of Baltimore. Proof of port service is required to participate in this program.

What is included in a complete application package?
After completion of scrappage and purchase of the new truck, the applicant must provide a Maryland MVA title (or other state) or Registration AND invoice for new truck. This information is used to confirm service at the port for one year after program participation.  
How can I tell if I will qualify for financing for the balance of the truck price?
Approval for financing is solely the decision of the financial institutions and is generally based upon your credit report and credit score. A credit report is a record of your credit history. Other factors may be reviewed by the financial institution before financing is approved. Below you will find a list of questions that are commonly asked by financial institutions when reviewing financing applications. Please consider these questions before you choose to pursue participating in the Dray Truck Replacement Program.
Answering yes to any these questions may impact your chance of obtaining financing, but ultimately the decision is up to the financing institutions.
